Clough USA has recently been awarded the design and construction contract of a major EPC petrochemical plant in the Houston area. This award follows the recent successful acquisition of downstream and chemical business unit and its Engineering, Procurement and Construction (EPC) portfolio based in Houston, Texas. This project sees Clough establishing itself as a major EPC contractor in the US market.

The position of Lead – Resource Center Administrator will assist with the development and implementation of a Craft Recruitment Center for the project.  The role requires a self-starter with experience staffing, processing and onboarding Craft personnel and Project staff on large scale EPC projects.

Key responsibilities of the role will include, but are not limited to:

  • Developing and administering onboarding processes for a Craft Recruitment Center.
  • Promoting the Clough brand, culture and values
  • Staying abreast of market trends and movements
  • Coordinate scheduling of candidates for interviews
  • Creating and validating applications for employment, job profiles, and job offers
  • Verifying and documenting candidates’ employment eligibility
  • Performing new employee inductions/on-boarding
  • Administering and proctoring computer-based Craft competency testing
  • Validating per diem eligibility for Project hires
  • Coordinating all administrative tasks and processes in line with specified procedures
  • Maintaining and utilizing Clough USA’s HRIS system (Oracle)
  • Completing various types and levels of reports
  • Managing drug/alcohol testing with on-site vendor
  • Ensuring all aspects of the staffing and onboarding process comply with relevant federal and state employment laws

The successful applicant will possess the following:

  • 5+ years of recent management/leadership level experience
  • 5+ years of specific staffing and onboarding of Craft labor for industrial projects, preferably Oil & Gas EPC
  • Strong leadership skills with ability to influence
  • Outstanding communication and interpersonal skills with emphasis on customer service
  • Demonstrated general experience and understanding of various Craft disciplines, and project organizational structure and terminology
  • Experience with Oracle HRIS is a plus
